For full job description and details on how to apply: https://derrycityandstrabanedistrict.getgotjobs.co.uk/home.   Key Purpose: The postholder will be responsible to the Procurement & Payments Manager for the provision of advice and guidance to Council and its Officers on all areas of procurement, to help maximise value for money in major purchasing matters and operational management of co-ordinated contracts.    Duties and Responsibilities: 1. Oversee the process of tenders, co-ordinated tenders and annual supplies tenders including: research, liaison with the responsible Officer in the preparation of the specification, provide advice to the client department in the written and cost evaluations, recommendation of contractors in line with Council procedures, UK and European Union tendering regulations and the debriefing of unsuccessful tenderers.  2. Provide support, training and advice to Council Officers on the preparation of the full range of tender and quotation documentation and the appropriate processes that accompany them.    3. Undertake research and provide advice on procurement procedures and strategies as well as new and alternative products, services and procedures.  Identify and pursue efficiencies.   4. Support the procurement of any shared service arrangements, strategic partnering and/or collaboration that might develop as part of the Council’s business needs and develop any subsequent contract arrangements.    5. Ensure effective records management including issuing of tenders, administration, update and provide clarification to management.   6. Advise on the appraisal and evaluation of bids on the basis of financial and non-financial criteria, co-ordinating and documenting the process to maintain robust and transparent records.    7. Provide assistance to departments as required through advice on major procurement strategies.    8. Ensure that tender and contract documentation is compliant with all current legislation and that all Council policies, financial procedures and Standing Orders are met.  9. Maintain an up-to-date knowledge and understanding of procurement strategies, systems, legislation and procedures, including electronic procurement, UK and European Union procurement legislation and regulations.    10. Ensure full compliance with Health and Safety requirements and legislation in accordance with Council’s Policies and Procedures. 11. Comply with and actively promote the Council’s policies and procedures on all aspects of equality.
